Temporary or occasional provision of physiotherapy activities on the territory of Romania and automatic temporary registration with the Romanian College of Physiotherapists*

The provisions of this procedure apply exclusively to physiotherapists who travel to Romania for the purpose of exercising, in a temporary and occasional manner, physiotherapy activities and who meet one of the following conditions:
a)are established for the purpose of exercising the profession of physiotherapist in another member state of the European Union, in a state belonging to the European Economic Area or in the Swiss Confederation, hereinafter referred to as member states;
b)have exercised the profession of physiotherapist in one or more member states for a period of at least one year during the last 10 years prior to the provision of services, when the profession is not regulated in the member state of establishment. The condition of exercising the profession for one year does not apply if the profession or the education and training leading to the exercise of the profession is regulated.
The temporary and occasional nature of providing physiotherapy activities is assessed on a case-by-case basis by the College of Physiotherapists of Romania, hereinafter referred to as CFZRO, especially according to the duration of provision, frequency, periodicity, and continuity thereof.
For temporary automatic registration at the first provision of services in Romania, the applicant physiotherapist submits the following documents to CFZRO:
a)the declaration mentioned in art. 4, in accordance with the model provided in annex no. 1;
b)a copy of the citizenship document (passport or identity card) and, where applicable:
(i)a copy of the marriage certificate or any other relevant document, in case of a name change, where different names appear on the documents;
(ii)the birth certificate or another document indicating the place of birth, if this does not appear on the passport or identity card;
(iii)for applicants who are not citizens of a member state: a document attesting the holder's status as a family member of a European Union citizen or the status of refugee or long-term resident in a member state of the European Union, or any other relevant evidence demonstrating that the holder may benefit from the rights conferred by the European Union in the case of holding the European Union Blue Card;
c)a declaration regarding Romanian language proficiency, necessary for practicing the profession in Romania, according to the model in annex no. 2;
d)proof from the competent authorities of the member state of establishment attesting that the holder has not suffered disciplinary offenses and has not had his/her right to practice the profession suspended, either temporarily or permanently, or any criminal convictions;
e)a copy of the qualification title provided by law or by the European Union rules for the provision of physiotherapy activities;
f)an authorized translation into Romanian of the documents referred to in letter b) points (i)-(iii) and letter d) and e).

The applicant may appeal the CFZRO decisions to the competent courts within 30 days from the date of communication.
