Details
The professional maternal assistant is a natural person, certified under the conditions of Government Decision no. 679/2003, who, through the activity carried out at their own home, ensures the upbringing, care, and education necessary for the harmonious development of the children received into placement.
Within the Procedure, DGASPC Cluj:
- Evaluates the applicants' capacity, with a view to certification as a professional maternal assistant, to provide appropriate care for the child who needs this type of protection;
- Organizes and delivers initial training courses for professional maternal assistants, as trainers;
- Prepares the certification file for professional maternal assistant, keeps and updates the file of the professional maternal assistant according to standards in the field;
- Supports and monitors the activity of the professional maternal assistant, ensuring that they are informed in writing, accept, understand, and act in accordance with quality standards in the field;
- Ensures the professional maternal assistant is informed regarding the child’s situation, depending on the information held, and monitors the assistant’s compliance with standards, procedures, and instructions regarding the child’s care, ensuring these have been understood and applied;
- Organizes the matching process of the child with the professional maternal assistant,
- Proposes to the Child Protection Commission the withdrawal or suspension of the professional maternal assistant’s certificate, in justified cases based on a report;
- Ensures the psychological evaluation of the professional maternal assistant and of other family members, as appropriate;
- Identifies the continuous training needs of the professional maternal assistant; organizes and delivers continuous training courses/organizes support groups for professional maternal assistants
- Annually evaluates the activity of the professional maternal assistant according to quality standards in the field;

To obtain a certificate of behavioral integrity according to Law no. 118/2019, any natural person may personally submit the standard application, with complete civil status data and justified, at the place of birth or at the place of domicile/residence/temporary residence at the IPJ - SCJSEO headquarters at the counter, without paying any fee.*
Agreement statement*

Declaration that, as a professional maternal assistant, he/she agrees to collaborate with the biological or adoptive family of the children he/she is to receive in placement. The declaration is to be completed and signed only after counseling the person who wishes to become a Professional Maternal Assistant.*
