The collector’s certificate can be requested by individuals who wish to possess firearms for collection purposes and who meet the conditions provided in art. 14 para. (1) letters a) and c)-i) of Law no. 295/2004 regarding the regime of firearms and ammunition, republished, with subsequent amendments and completions. Additionally, the applicant must meet at least one of the following conditions:

  • to be the holder of the right to possess or, as applicable, to carry and use at least 5 lethal or non-lethal firearms subject to authorization;
  • to be a member, for at least 6 months, of a legally established collectors' association in Romania;
  • to be the heir or donee of a lethal or non-lethal firearm subject to authorization or notification.

According to art. 36-39 of the Methodological Norms for the application of Law no. 295/2004 regarding the regime of firearms and ammunition, approved by Government Decision no. 11/2018, persons who wish to possess firearms for collection purposes must request the issuance of the collector’s certificate from the territorially competent Weapons, Explosives and Dangerous Substances structure.

In order to obtain the collector’s certificate, the applicant shall submit a request accompanied by the documents provided in art. 36 para. (2) of the above-mentioned Methodological Norms.

The collector’s certificate grants the holder, as appropriate, the right to hold in the collection firearms acquired by inheritance or donation, prior to obtaining this right, as well as the right to acquire and possess firearms with the designation "collection", in accordance with the annex to Law no. 295/2004.

To simplify the process of submitting documents and reduce the time spent at the counter, the application and related documents can be submitted electronically, exclusively through the online eARM platform.
