Natural and legal persons who wish to transfer firearms and ammunition (lethal or non-lethal subject to authorization) from Romania to a member state of the European Union must first obtain a transfer permit.
Who issues the document?
- The Territorial Weapons, Explosives, and Dangerous Substances Units within the county police inspectorates and the General Directorate of Police of the Municipality of Bucharest issue transfer permits for natural and legal persons authorized to possess or, as the case may be, carry and use weapons and ammunition.
- The Weapons, Explosives, and Dangerous Substances Directorate (DAESP) within the General Inspectorate of the Romanian Police issues the transfer permit in the case of authorized gunsmiths and intermediaries.
Document validity
- For natural and legal persons, the transfer permit is valid for the duration of the procurement authorization, without exceeding this period.
- For authorized gunsmiths and intermediaries, the transfer permit is valid for 6 months from the date of issue.
On the basis of the transfer permit, a natural person may transport by own means up to two weapons. Transport of a larger number of weapons can only be carried out by an authorized gunsmith or intermediary.
Required documents
- application for the operation;
- weapon permit, possession authorization or usage authorization, as applicable;
- the transfer permit form, properly filled out in accordance with the sections, in two copies (Annex no. 45 to the Methodological Norms for the Application of Law no. 295/2004 regarding the firearms and ammunition regime);
- the prior agreement issued by the competent authorities of the destination state or, where appropriate, a communication from them indicating that prior agreement is not required;
- a copy of the gunsmith's authorization for carrying out the transport operations of weapons and ammunition, except where the holder carries out the transport by own means.
