The procedure for extending the validity of the firearm permit is regulated by the Methodological Norms for the implementation of Law no. 295/2004 regarding the regime of weapons and ammunition, approved by Government Decision no. 11/2018 (art. 40 and art. 41).

Holders of type A and type B firearm permits are required to request the extension of the validity of the firearm permit before its expiration, by submitting an application addressed to the Weapons, Explosives and Dangerous Substances department within the county police inspectorate or the General Directorate of Police of the Municipality of Bucharest, in whose territorial area they have their domicile, residence, or, as the case may be, place of residence.

Required documents

• standard application;
• identity document, original;
• firearm permit, original, as well as the firearms registered in it;
• medical certificate issued in accordance with the law;
• psychological evaluation, issued no more than 6 months prior to submitting the application;
• documents attesting the maintenance of the status on the basis of which the right to possess or, as the case may be, to carry and use the weapon was granted (as applicable);
• proof of experimental shooting, if required;
• proof of annual shooting practice in the range, if required.

*Instructors at shooting ranges must additionally submit a certificate issued by the legal entity holding the authorized range, showing that they have actually carried out activities of instruction, guidance, and supervision of shootings.

The original identity document and firearm permit submitted are returned on the spot, after verifying the conformity of the copies and the serial numbers of the firearms registered in them.

The application is processed within 30 days from the submission of the complete file. During this period, the police authority verifies the fulfillment of the conditions provided by law, based on the submitted documents and the information existing in their own records. If additional documents or information are required, these may be requested from the applicant, and the deadline for resolution is suspended until they are presented.

If all legal conditions are met, the police authority extends the validity of the firearm permit.

Six months before the expiration of the firearm permit, but no later than 30 days before expiration, the police authority notifies the holder regarding the approaching expiration date. The notification may be sent by letter, e-mail, telephone, or by other means provided by the methodological norms.

At the same time, according to art. 83 of the above-mentioned Methodological Norms, the provisions of art. 40 and art. 41 para. (1)-(4) apply accordingly regarding the extension of the validity of the firearm permit for non-lethal weapons subject to authorization.
