Persons established as gunsmiths may carry out operations with weapons, essential parts and components thereof, as well as ammunition only after obtaining authorization for carrying out operations with weapons and ammunition or, as the case may be, after the appropriate completion thereof, which is carried out, upon request, by the police unit in whose territorial jurisdiction is located the headquarters or the point of work where these operations are to be carried out.

For the issuance of the authorization or, as the case may be, for it to be completed, the gunsmith must submit an application specifying the category of operations to be carried out, accompanied by the documents provided in art. 143 para. (2) of the Methodological Norms for the implementation of Law no. 295/2004 regarding the regime of weapons and ammunition, approved by Government Decision no. 11/2018.

If the legal entity has several points of work, located in the territorial jurisdiction of several counties, where operations with weapons, parts and essential components thereof, as well as ammunition will be carried out, it must request authorization for each of those points, from the competent police authorities in whose jurisdiction they are located.
