The sale of goods and land from the private domain of the administrative-territorial unit is carried out with respect for the principles of transparency in activity, equality of citizens, impartiality and confidentiality of acts and documents in public administration and the legislation in the field.

The Local Council decides regarding the purchase of certain goods or the sale of goods that are part of the private domain, of local interest, according to the law.

The sale of goods that are part of the private domain is carried out through public auction, organized according to the law. By derogation from these provisions, in the case where the Local Council decides the sale of land that is in the private ownership of the administrative-territorial unit on which constructions are erected, the good-faith builders of these constructions benefit from a pre-emption right to purchase the land related to the constructions. The sale price is established based on an evaluation report approved by the local council. The owners of these constructions are notified within 15 days of the decision of the Local Council and can express their purchase option within 15 days from the receipt of the notification.
