Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and nurse required in other EU member states*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Medical Assistants of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles for general nurse, midwife, and medical assistant, in other EU Member States.

The attestation activities for the Romanian qualification titles of general nurse, midwife, and medical assistant, in the other EU Member States consist of drawing up and issuing documents, hereinafter referred to as attestation documents, used by the authorities of other EU member states, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.As the case may be, the attestation documents are certificates or recommendations.

Online applications for issuing the documents required for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county/City of Bucharest branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days of the notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the deadline for completion, at its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the specialized structure level of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania by GEO no.144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife and the profession of medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives, and Medical Assistants of Romania.*

In the case of employers from the private sector, it will be uploaded electronically - THE INDIVIDUAL EMPLOYMENT CONTRACT accompanied by the additional documents - copies certified as “true to the original” by the employer. If the applicant cannot prove professional experience, a scanned declaration on their own responsibility will be attached, stating this. The declaration will include the name and surname, identification details, domicile, profession, and the statement “I declare on my own responsibility that I have not practiced the profession and do not possess proof of professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned declaration must be attached, mentioning the name and surname, identification details, domicile, profession, and the statement “I, the undersigned..., declare that I graduated from the school/faculty ... in the year ...”.*
