In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as a competent authority, draws up and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualification titles for general nurse, midwife and nurse, in other EU Member States.

The activities of certifying the Romanian qualification titles for general nurse, midwife and nurse, in other EU Member States, consist of drawing up and issuing documents, hereinafter referred to as certification documents, used by the authorities of other EU Member States, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented. As appropriate, the certification documents are certificates or recommendations.

Online applications for issuing documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county branch/Bucharest Municipality branch of OAMGMAMR, of which the applicant is a member. If the applicant has NOT acquired the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area they reside.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, once this period expires, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
