Online issuance of certificates/recommendations for the recognition of Romanian qualification titles as general nurse, midwife, and medical assistant required in the other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of
general nurse, midwife, and medical assistant in the other EU Member States.

The activities for the certification of the Romanian qualification titles of general nurse, midwife, and medical assistant in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles, according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and
supplemented. As the case may be, the attestation documents are certificates or recommendations.

Online applications for issuing the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the relevant documents, are submitted through the PCUe system to the county branch/Bucharest Municipality branch of OAMGMAMR, where the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch corresponding to the applicant’s domicile.

If the applicant does not attach all the required documents or the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all the requested documents. If the applicant does not
meet the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of National OAMGMAMR, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

MANDATORY FOR GRADUATES WHO HAVE COMPLETED THEIR STUDIES BEFORE THE YEAR 2007 - Employment record book - copy certified “true to the original” by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by the additional documents - copies certified “true to the original” by the employer. If the applicant cannot provide proof of professional experience, a scanned affidavit will be attached, stating this. The affidavit must include the name and surname, identification data, address, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and do not possess evidence regarding professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH THE YEAR 2007 - a scanned affidavit will be attached, mentioning the name and surname, identification data, address, profession, and the statement "I, the undersigned..., declare that I graduated from the school/faculty ... in the year ...".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Seniority certificate (attached model) or REVISAL excerpt signed, registered, and stamped by the issuing unit. The REVISAL excerpt must contain the position, employment quota, start and end date of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 – a scanned declaration must be attached, which will mention the first and last name, identification data, domicile, profession, and the statement “I declare that I graduated from the school/faculty … in the year …”.*
