Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife and nurse required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualifications as general nurse, midwife, and nurse in other EU Member States.

The activities for certifying Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures set forth by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions. Depending on the case, the certification documents are certificates or recommendations.

Online requests for the issuance of documents necessary for professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are to be submitted via PCUe to the county/ Bucharest Municipality branch of OAMGMAMR, of which the applicant is a member. If the applicant has NOT acquired the status of OAMGMAMR member, the request is to be submitted online via PCUe to the OAMGMAMR branch whose territorial jurisdiction the applicant resides in.

If the applicant does not attach all required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is obliged to complete the file with all requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialised structure level of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they have submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by GEO No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives and Nurses in Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - The employment record book - copy certified "true to the original" by the employer. In the case of private sector employers, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by additional documents - copies certified "true to the original" by the employer will be uploaded electronically. If the applicant cannot prove their professional experience, they will attach a scanned affidavit stating this. The declaration will include the full name, identification details, address, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and do not possess proof of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH THE YEAR 2007 - a scanned declaration will be attached, in which the full name, identification details, address, profession, and the mention "I, the undersigned..., declare that I graduated from the school/university ... in the year..." will be stated.*

The REVISAL extract must include the position, employment norm, start and end date of the worked period... FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration will be attached, mentioning the name and surname, identification data, residence, profession, and the statement "I declare that I graduated from the school/faculty ... in the year ...".*
