Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and medical assistant required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States.

The activities of attesting the Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist in the preparation and issuance of documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation, for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Where appropriate, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents required for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through the PCUe to the county/Bucharest branch of OAMGMAMR, where the applicant is a member. If the applicant has NOT acquired the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

In the event that the applicant does not attach all requested documents or the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not comply with the deadline for completion, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they have submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book – copy certified "according to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically accompanied by additional documents – copies certified "according to the original" by the employer. In case the applicant cannot provide proof of professional experience, a self-declaration will be attached in scanned format where this will be mentioned. The declaration will include the name and surname, identification data, domicile, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and I do not have proof of professional experience". FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 – a scanned declaration will be attached stating the name and surname, identification data, domicile, profession, and the statement "I, the undersigned…., declare that I graduated from the school/faculty … in the year…".*
