Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and medical assistant required in other EU Member States*

According to Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian titles of

qualification of general nurse, midwife and nurse, in the other EU Member States.

The activities for certifying the Romanian qualification titles of general nurse, midwife and nurse in the other EU Member States consist in the preparation and issuance of documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and

supplemented. As appropriate, the certification documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent via ROePAS to the county/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. In the event that the applicant has NOT obtained the status of OAMGMAMR member, the application is submitted online via ROePAS to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified via the ROePAS system. Within 15 days from notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not comply with the completion deadline, upon expiration, the file will be automatically closed by the ROePAS system.

The recognition documents (certificates/recommendations) will be drawn up at the level of the OAMGMAMR National specialized structure, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via ROePAS by the OAMGMAMR county branch where they submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Employment record book - copy certified "according to the original" by the employer. In the case of employers from the private sector, an electronic upload of the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by the additional documents - copies certified "according to the original" by the employer - will be required. If the applicant cannot provide proof of professional experience, a scanned statement on their own responsibility, mentioning this fact, will be attached. The statement will include the first and last name, identification data, address, profession and the mention "I declare on my own responsibility that I have not exercised the profession and I do not have evidence regarding professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 - a scanned statement will be attached, in which the first and last name, identification data, address, profession and the mention "I, the undersigned..., Declare that I graduated from the school/ faculty ... in the year ...".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Certificate of seniority (attached template) or extract from REVISAL signed, registered, and stamped by the issuing unit. The REVISAL extract must contain the position, employment terms, start and end dates of the worked period... FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned statement must be attached, mentioning the name and surname, identification data, domicile, profession, and the statement "I declare that I graduated from the school/faculty ... in the year ...".*
