In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States.

The activities for attesting the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of other EU member states, states belonging to the European Economic Area, and the Swiss Confederation, for the professional recognition of these titles, according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions. Where applicable, the attestation documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the professional recognition of the above-mentioned Romanian titles, accompanied by the corresponding documents, are submitted via ROePAS to the county/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the application is submitted online via ROePAS to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or the file is found to be incomplete, the applicant will be notified through the ROePAS system. Within 15 days from notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, at its expiration, the file will be automatically closed by the ROePAS system.

The recognition documents (certificates/recommendations) will be prepared at the level of the National OAMGMAMR specialized structure, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via ROePAS by the OAMGMAMR county branch where they submitted the electronic file.
