Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and medical assistant required in other EU Member States*

In accordance with Law 278/2015, the Order of Generalist Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of the Romanian qualification titles of generalist nurse, midwife, and nurse, in the other EU Member States.

The activities of attesting the Romanian qualification titles of generalist nurse, midwife, and nurse, in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of September 7, 2005 on the recognition of professional qualifications, as amended and supplemented. Depending on the case, the attestation documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent through ROePAS to the county/Bucharest municipality branch of OAMGMAMR, of which the applicant is a member. In case the applicant has NOT obtained the status of OAMGMAMR member, the application is submitted online via ROePAS to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all requested documents or if the file is found to be incomplete, the applicant will be notified through the ROePAS system. Within 15 days from the notification, the applicant is obliged to complete the file with all requested documents. If the applicant does not meet the deadline for completion, at the expiration of this term, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure level of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants through ROePAS by the county branch of OAMGMAMR to which they have submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by GEO No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives and Nurses of Romania.*

Holders who have completed their high school studies abroad are required to attach, as appropriate: *The Certificate of Equivalence of the Baccalaureate Diploma or proof of acceptance for post-secondary sanitary studies in Romania, issued by the Ministry of National Education, or proof of recognition of the 12 grades completed abroad, issued by the County School Inspectorates / the School Inspectorate of the Municipality of Bucharest.*

OBLIGATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Employment record book - copy certified ”true to the original” by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by additional documents - copies certified ”true to the original” by the employer, will be uploaded electronically. If the applicant cannot prove professional experience, they will attach a scanned self-declaration stating this. The statement will contain the full name, identification data, domicile, profession, and the mention ”I declare on my own responsibility that I have not practiced the profession and do not possess evidence regarding professional experience”. FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned statement will be attached, mentioning the full name, identification data, domicile, profession, and the mention ”I, the undersigned …., declare that I graduated from the school/faculty … in the year…”.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Certificate of seniority (attached model) or extract from REVISAL signed, registered, and stamped by the issuing unit. The REVISAL extract must contain the position, employment standard, start and end dates of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration will be attached, in which the full name, identification data, domicile, profession, and the statement "I declare that I graduated from the school/faculty … in the year …" will be mentioned.*
