Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and nurse required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian titles of qualification of general nurse, midwife and nurse, in the other EU Member States.

The attestation activities of the Romanian titles of qualification of general nurse, midwife and nurse, in the other EU Member States consist in drawing up and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As the case may be, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, shall be submitted via PCUe to the county branch/ of the Municipality of Bucharest of OAMGMAMR, where the applicant is a member. If the applicant has NOT acquired the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

In the situation where the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Employment book - copy certified "as per the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by additional documents - copies certified "as per the original" by the employer. If the applicant cannot prove their professional experience, they will attach a scanned self-declaration stating this. The declaration will include the name and surname, identification data, domicile, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and do not have evidence regarding professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 - a scanned declaration will be attached, in which the name and surname, identification data, domicile, profession, and the statement "I, the undersigned..., declare that I have graduated the school/faculty ... in the year ..." will be mentioned.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Seniority certificate (attached template) or an excerpt from REVISAL signed, registered, and stamped by the issuing unit. The REVISAL excerpt must include the position, employment norm, start and end date of the worked period... FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration must be attached, mentioning the name and surname, identification data, address, profession, and the statement "I declare that I graduated from the school/faculty ... in the year ..."*
