Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and medical assistant required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities of certifying the Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist of drawing up and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, the countries of the European Economic Area and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented.Where applicable, the attestation documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county branch/ Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. If the applicant has NOT acquired membership status in OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the required documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the level of the specialized structure of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of the OAMGMAMR to which they submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania by Emergency Ordinance No. 144 of October 28, 2008 regarding the exercise of the profession of general nurse, the profession of midwife, and the profession of medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives, and Medical Assistants of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Employment book/carnet de muncă - copy certified “according to the original” by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT together with any additional documents - copies certified “according to the original” by the employer - will be uploaded electronically. If the applicant cannot provide proof of professional experience, they will attach a scanned self-declaration mentioning this. The declaration will contain the full name, identification data, domicile, profession, and the statement “I hereby declare on my own responsibility that I have not practiced the profession and do not have any proof of professional experience.” FOR GRADUATES WHO STARTED THEIR STUDIES IN 2007 OR LATER - a scanned declaration will be attached, in which the full name, identification data, domicile, profession, and the statement “I, the undersigned..., declare that I graduated from the school/faculty ... in the year ...” will be mentioned.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Seniority certificate (attached model) or excerpt from REVISAL signed, registered, and stamped by the issuing institution. The REVISAL excerpt must include the position, employment status, start and end date of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 – a scanned declaration must be attached, stating the name and surname, identification data, domicile, profession, and the statement “I declare that I graduated from the school/faculty … in the year …”.*
