Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife and medical assistant needed in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian titles of qualification as general nurse, midwife, and medical assistant in other EU Member States.

The activities for certifying Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States consist of preparing and issuing documents, hereinafter called certification documents, used by the authorities of other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided for by Directive 2005/36/EC of the European Parliament and of the Council of September 7th, 2005 on the recognition of professional qualifications, with subsequent amendments and additions.When applicable, the certification documents are certificates or recommendations.

Online requests for issuing the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the respective documents, are sent through PCUe to the county branch / Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT obtained the status of member of OAMGMAMR, the request is submitted online through PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants through PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania under GEO No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Employment record book – copy certified “true to the original” by the employer. In the case of private sector employers, the INDIVIDUAL EMPLOYMENT CONTRACT shall be uploaded electronically, together with the additional documents – copies certified “true to the original” by the employer. If the applicant cannot provide proof of professional experience, a scanned self-declaration must be attached stating this. The REVISAL extract must contain the position, employment norm, start and end date of the worked period...
