This procedure describes how individuals, citizens of another Member State of the European Union or of the European Economic Area, may apply for certification by examination in order to practice, in Romania, the activity of energy auditor for buildings (AE). The energy auditor for buildings carries out their activity as an independent expert, authorized natural person, or as an employee of a legal entity, according to the legislation in force, and is required to comply with the code of conduct provisions for energy auditors for buildings. The status of energy auditor for buildings is proven by the certification issued by the competent authority. The right to practice is proven by the valid license issued by the competent authority upon issuance of the certification.

Regulated profession: The profession of certified energy auditor for buildings is found at position 12 in Annex no. 2 to Law no. 200/2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, as subsequently amended and supplemented.

Decisions regarding the profession of energy auditor for buildings can be challenged before the Romanian administrative courts, with respect to material and territorial jurisdiction, as well as the deadlines established by art. 7 and art. 10 of the Administrative Contentious Law no. 554/2004, with subsequent amendments and completions.
