The applicant for the urbanism certificate is the natural or legal person interested in receiving from the competent public administration authority information regarding a property, land and/or constructions for the purposes defined in art. 6 of the law. In order to issue the urbanism certificate, the applicant will address the Cluj-Napoca City Hall by submitting an application according to the F1 form - APPLICATION for issuing the urbanism certificate, in which both the identification elements of the property for which the urbanism certificate is requested: locality, cadastral number and land register number, where applicable, unless the law provides otherwise, as well as the elements that define the purpose of the request will be entered. Payment can also be made on https://www.e-primariaclujnapoca.ro/taxe. The structure that handles the application is the Urbanism Directorate, Urbanism Service.

Cadastral/topographic plans, highlighting the properties in question, as follows: 1. for properties not registered in the cadastral and real estate publicity records, a location plan at one of the following scales: 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as the case may be, issued upon request by the office of cadastre and real estate publicity; 2. for properties registered in the cadastral and real estate publicity records, an extract from the cadastral plan based on the orthophotomap and a land register excerpt for up-to-date information, issued upon request by the office of cadastre and real estate publicity.*
