This procedure regulates the way in which the registration of acts concluded abroad is carried out - the transcription of civil status certificates/extracts concerning citizens who have regained or have been granted Romanian citizenship and who have never had domicile in Romania.

Transcription requests are submitted in person, by the holders or their legal representatives at the headquarters of the Local Directorate for Population Records – Civil Status Service, located in Constanța, 193 Mamaia Blvd (former School No. 1), Constanța, Constanța County. Working hours: MONDAY-FRIDAY between 08:30-13:30.
Married persons submit the request for transcription of the marriage certificate/extract at the same time as the request for transcription of the birth certificate/extract, including the birth certificate concerning a minor child, for whom proof of acquisition/regaining of Romanian citizenship is provided.
The request for transcription of the marriage certificate/extract may be submitted separately only if the applicant proves that the request for transcription of the birth certificate/extract has been submitted either previously at the Constanța Civil Status Service, or at another competent civil status service. Proof is made with the transcribed birth certificate.

The term for resolving requests regarding transcription of civil status certificates/extracts is 60 days counted from the date of registration of the request, according to art. 41 para. (5^1) of Law 119/1996 regarding civil status acts.
Fees: transcription file processing: 8 lei (normal regime)/31 lei (urgent regime) - payable at the Civil Status Service cashier - D.G.E.P. fee representing file analysis fee for the purpose of transcription approval: 250 lei (normal regime)/550 lei (urgent regime) - payable at the cashier located at 51 Tomis Blvd, room 355 - issuance of birth/marriage certificate - 13 lei normal regime or 36 lei in urgent regime.
