The status of doctoral supervisor or habilitation obtained in accredited higher education institutions from the member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states listed in the List of prestigious universities from other states (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities) approved by order of the Minister of National Education and periodically updated, is automatically recognized by higher education institutions or, as the case may be, by the institutions organizing doctoral university studies in Romania;

The provisions of this methodology apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries;


THE FILE, PROCEDURE AND ISSUANCE OF THE RECOGNITION DECISION

The file includes the following documents:

a) the application for recognizing the status of doctoral supervisor or habilitation, drafted according to the model in Annex 1 and signed by the applicant;

b) identity document (a copy with the applicant’s handwritten note regarding conformity with the original) and proof of name change compared to the name on the study certificates - copy and legalized translation (if applicable);

c) PhD diploma, if the study certificate was obtained in Romania or at one of the accredited higher education institutions mentioned in point I.1 (copy and legalized translation), respectively the recognition certificate issued by CNRED for the PhD diploma, if the study certificate was obtained at other accredited higher education institutions abroad (legalized copy of the certificate, accompanied by a copy of the PhD diploma);

d) diploma/certificate attesting the status of doctoral supervisor or habilitation, issued by the institutions specified in point I.1, which must clearly mention the doctoral field in which the applicant obtained the status of supervisor or habilitation (copy and legalized translation);

e) curriculum vitae;

f) list of works and scientific contributions, signed by the applicant;

g) receipt for the processing fee for the file for recognizing the status of doctoral supervisor or habilitation;

h) for states that are signatories of the Hague Apostille Convention, study documents subject to recognition must be endorsed with the Hague Apostille by the competent authorities in the issuing countries; for states not signatories of the Hague Apostille Convention, study documents will be superlegalized or accompanied by a Certificate of authenticity issued by the competent authorities in the country of origin.

(3) The documents provided in paragraph (2) are submitted as plain copies accompanied by the originals (for verification of conformity with the original) or as legalized copies.

(4) The file for the recognition of the status of doctoral supervisor or habilitation obtained abroad can be submitted:

- in person, at the General Secretariat of UAB, Alba Iulia, 5 Gabriel Bethlen Street;

- online, at doctorat@uab.ro;

- via the Single Electronic Contact Point (PCUe);

- by postal/courier services to: “1 Decembrie 1918” University of Alba Iulia, Romania, 5 Gabriel Bethlen Street, postal code 510009.

In case of transmission via PCUe, the document from letter d) will be issued by the institution where the applicant obtained the status of doctoral supervisor or habilitation with a qualified electronic signature.

.Procedure regarding the recognition of doctoral supervisor status or habilitation

The committee that evaluates the recognition file and pronounces the solution regarding the recognition request, hereinafter referred to as the Evaluation Committee, consists of 3 members: the Director of the doctoral school in the field for which the recognition is requested (or, as the case may be, a member of CSUD) and two members of the respective doctoral school. The Evaluation Committee also includes a substitute member from the doctoral school in the field for which the recognition of doctoral supervisor status is requested and a technical secretary. The Evaluation Committee is appointed by Decision of the CSUD Director (Annex 2).

For the evaluation of the file for recognizing status of doctoral supervisor or habilitation, the committee proceeds as follows:

a) verifies the status of the higher education institution that issued the documents subject to recognition and the doctoral university program in which the applicant requests recognition as doctoral supervisor or habilitation. If there are doubts about the authenticity and legality of the issued documents, these are sent to CNRED electronically for verification, the CNRED finding being mandatory;

b) rejects the file if the issuing institution of the document attesting the status of doctoral supervisor or habilitation does not meet the requirements mentioned at I(1) and (2) of this methodology, or if the field of doctoral university studies in which the status was obtained does not correspond to the doctoral field in which the respective Doctoral School operates;

c) the evaluation committee will draw up a Report, which contains the solution regarding the recognition request (Annex 3) within 30 days from the file submission (except where the documents require additional checks at the competent institutions). The committee’s decision is adopted by majority vote and is forwarded to the university management.

d) The decision issued by UAB can be appealed within 10 working days from its communication to the applicant. The appeal is submitted to the Technical Secretariat of the Evaluation Committee and is resolved by the Appeals Committee. This committee consists of 3 persons appointed by the CSUD Director of UAB, members of the doctoral schools from IOSUD-UAB, other than those who were part of the Evaluation Committee. The Appeals Committee’s report is drawn up within 5 days from the date of the committee’s appointment and is final.

e) The recognition decision or the rejection of the status of doctoral supervisor/habilitation is issued by the Rector of the “1 Decembrie 1918" University of Alba Iulia, according to legal regulations. The decision is communicated to the applicant: at the university headquarters during working hours, by mail to the declared address, electronically to the address indicated in the recognition request submitted in the file, via the Single Electronic Contact Point (PCUe), with qualified electronic signature.

FINAL PROVISIONS

(1) The recognition by UAB of the status of doctoral supervisor obtained in accredited higher education institutions abroad is valid and produces legal effects only at the level of this higher education institution.

(2) The recognition of the status of doctoral supervisor or habilitation by IOSUD-UAB does not automatically confer the right to supervise doctorates in IOSUD-UAB. The status of doctoral supervisor within a Doctoral School operating at UAB is obtained by following the procedures and internal regulations in force at the time of the request.

(3) This Regulation of UAB regarding the automatic recognition of the status of doctoral supervisor obtained in accredited higher education institutions abroad at the institutional level was approved by the Senate of “1 Decembrie 1918” University of Alba Iulia in the meeting of 24.11.2021, the date on which it enters into force.
