- This procedure regulates the automatic recognition at the Petroleum-Gas University of Ploiești, as IOSUD, of the status of doctoral supervisor and the rights conferred by this status, for the purpose of affiliation to the doctoral school(s) within the Petroleum-Gas University of Ploiești.
- The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, as well as citizens of third countries.
- The process of recognizing the status of doctoral supervisor or habilitation obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and prestigious universities from other states provided in the List of prestigious universities from other states, is organized and carried out within the Doctoral School of the Petroleum-Gas University of Ploiești.
- Only in the case of temporary exercise, the provisions of Law no. 200/2004 and Art. 296 of the National Education Law no. 1/2011 apply directly:
- (1) Reserved, vacant, or temporarily vacant teaching positions are filled with priority by the tenured teaching staff of the institution or by associated teaching staff, through hourly payment, according to the present law.
- (2) The employment of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associated teaching staff, shall be approved by the department council and approved by the board of administration.
- The exercise of the rights conferred by the status of doctoral supervisor and holding an academic teaching position in the Romanian higher education system shall be carried out according to the legal provisions in force.

The quality of doctoral supervisor is found at position no. A.8 in Annex 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*
