The procedure is intended for any citizen of a member state of the European Union, the European Economic Area, or the Swiss Confederation who wishes to practice the profession of probation counselor in Romania.
Recognition of professional qualification based on a qualification title allows the applicant to access the profession of probation counselor in Romania under the same conditions as Romanian citizens, meaning to participate in the competition provided in art. 19-21 of Law no. 123/2006 regarding the status of probation personnel, with subsequent amendments and additions.
By qualification title it is understood any diploma or other official qualification title issued by an authority from a member state of the European Union, the European Economic Area, or the Swiss Confederation, under the conditions of art. 51 para. (2) of Law no. 200/2004, with subsequent amendments and additions.
Stages of the competition:
1. Publication of the competition announcement and candidate registration
2. Selection of applications and display of results
3. Submission of appeals regarding the selection of applications
4. Resolution of appeals and display of results following the selection of applications
5. Written test/ display of grading scale
6. Appeal regarding grading scale
7. Resolution of appeals regarding grading scale
8. Correction of papers and publication of results for the written test
9. Submission of appeals for the written test
10. Resolution of appeals and publication of results
11. Interview test/ display of grading scale
12. Publication of results for the interview stage
13. Submission of appeals regarding results obtained in the interview
14. Resolution of appeals in the interview and display of results
15. Medical and psychological testing
16. Display of results for medical and psychological testing and publication of final contest results
17. Appointment to the position of probation counselor by order of the Minister of Justice

Appeal routes
Procedure for contestation: the decision to reject the candidate in the competition organized for filling a vacant probation counselor position can be appealed at the court of appeal in whose jurisdiction the claimant resides or at the Bucharest Court of Appeal, in compliance with the provisions of the Administrative Litigation Law no. 554/2004, as subsequently amended and supplemented.
