For certification in the field of protection of historical monuments, applicants will submit online, via PCUe, a file compiled in accordance with the provisions of Art. 12 (1) of Order no. 2866 of May 14, 2025 of the Minister of Culture for the approval of the Methodological Norms regarding the certification of specialized personnel in the field of protection of historical monuments, hereinafter referred to as the Certification Order. The standard application submitted online will be registered at the National Heritage Institute.
The submitted file will be checked, in the order of receipt, by the secretariat of the Certification Commission in the Field of Historical Monuments, hereinafter referred to as CADMI, for compliance with the provisions of the Certification Order.
After analyzing the file, the CADMI secretariat may, as the case may be, request its completion, within 30 days from the date of submission of the request.
The deadline for completing the file by submitting the requested documents is 15 days.
Failure to submit the requested documents within the deadline will lead to the rejection of the certification request.
After receiving the additions and verifying them, the applicant will be notified that they comply with the provisions of the Certification Order, that the file is complete and that they will be scheduled for the certification session or, as the case may be, that they do not comply with the provisions of Order no. 2866 of May 14, 2025 of the Minister of Culture for the approval of the Methodological Norms regarding the certification of specialized personnel in the field of protection of historical monuments.
The deadline for processing the request by sending this notification is 30 days from the submission of the complete file.

According to the provisions of the Certification Order Art. 14: The decision to reject certification, issued based on the decision of CADMI, made following the review of the file and examination of the candidate, may be appealed within 5 days from the date of communication. Appeals regarding the resolution of certification requests are examined by an Appeals Resolution Committee, established for this purpose by decision of the manager of the National Heritage Institute, within 30 days from the date of submission. The decisions of the Appeals Resolution Committee are approved by decision of the manager of the National Heritage Institute. Persons dissatisfied with the way their appeals were resolved may address the courts, under the conditions of the administrative litigation law.
