Procedure regarding the automatic recognition by the University of Medicine and Pharmacy of Craiova of the title of Doctor of Science and the doctoral diploma obtained in accredited higher education institutions abroad - Implements the regulations of OMECTS no. 5923/2016.

General Provisions:

1) UMFCV recognizes, according to the legal norms in force, the doctoral diploma and the title of doctor of science or in a professional field, obtained at:

a) accredited higher education institutions or research and development institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b) accredited higher education institutions or research and development institutions included in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research, periodically updated;

c) accredited higher education institutions or research and development institutions that are the subject of an international mutual recognition agreement, concluded at intergovernmental or inter-university level.

2) The National Center for Recognition and Equivalence of Diplomas, hereinafter referred to as C.N.R.E.D., recognizes the doctoral diploma and the title of doctor of sciences or in a professional field, obtained at accredited higher education institutions or research and development institutions abroad, other than those provided in paragraph (1).

(3) The University of Medicine and Pharmacy of Craiova may request the opinion of CNRED regarding the recognition of the title of doctor of science and the doctoral diploma.

(4) UMFCV collaborates permanently with C.N.R.E.D. for the recognition of the diplomas mentioned in paragraph (1) and sends to C.N.R.E.D., on a semester basis, a centralized situation of the recognition requests, if applicable.

(5) The recognition by UMFCV is carried out, based on its own procedure approved at the institution level, with the opinion of MEN-CNRED, if applicable, for the purpose of enrolling in postgraduate programs, obtaining habilitation, occupying a teaching or research position within one of the aforementioned institutions or units.

Required documents:

The file for the recognition of a doctoral diploma obtained abroad by accredited higher education institutions or public and private law entities and institutions included, according to legal norms, in the national research and development system shall include:

a) recognition request;

b) identity document — copy and proof of name change — copy and legalized translation (if applicable);

c) doctoral diploma and its legalized translation;

d) assumption of responsibility that the diploma is authentic by notarial declaration

e) authenticity certificate of the diploma from the issuing institution.

f) declaration for data processing in accordance with GDPR regulations.

g) other documents, if applicable, brought to the applicant's attention within 10 days from the registration of the request.

The UMFCV Senate may establish the evaluation fee for the file at the UMFCV level.

Resolution deadline:

The resolution deadline for the recognition file at the UMFCV level is 60 days from the submission of the complete file.

Appeal deadline:

The applicant may file an appeal within 5 days from the date of communicating the result. UMFCV establishes a committee to evaluate the recognition file and renders a decision regarding the recognition request forwarded for issuing a decision in this regard.
