PURPOSE OF THE PROCEDURE

The procedure establishes the methods by which the automatic recognition of the quality of doctoral supervisor or habilitation obtained in accredited foreign higher education institutions is carried out for persons who wish to work within "Ștefan cel Mare" University of Suceava.

SCOPE OF APPLICATION

The procedure is used within "Ștefan cel Mare" University of Suceava for the recognition of the quality of doctoral supervisor or habilitation obtained in accredited foreign higher education institutions acquired in accredited foreign higher education institutions.

This procedure applies to Romanian citizens, citizens of member states of the European Union, the European Economic Area, of the Swiss Confederation, and citizens of third countries, who have legally obtained the right to supervise doctorates in accredited institutions of higher education or research and development from abroad.

CONTENT

Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation can obtain the recognition certificate of habilitation as follows:

a) specialists who have the quality of doctoral supervisor in one of the member states of the European Union or the European Economic Area or in the Swiss Confederation automatically acquire the quality of doctoral supervisor in Romania by recognition and issuance of the recognition certificate of habilitation by the institutions organizing doctoral university studies;
b) specialists who have the quality of doctoral supervisor in one of the higher education institutions outside the countries provided at letter a), among the most prestigious higher education institutions in the world, according to the provisions of the Minister of Education's order approving the list of prestigious universities from other states, automatically acquire the quality of doctoral supervisor in Romania by recognition and issuance of the recognition certificate of habilitation by the institutions organizing doctoral university studies;
c) specialists who are doctoral supervisors in institutions abroad, other than those provided at letter a) or b), acquire the quality of doctoral supervisor in Romania by recognition and issuance of the recognition certificate of habilitation by the institutions organizing doctoral university studies on the basis of an international mutual recognition agreement.

For the recognition of the quality of doctoral supervisor or habilitation, the applicant submits the recognition file which contains the following documents:
a) recognition request (Annex 1);
b) identity document - copy - and name change proof - copy and legalized translation (if necessary);
c) doctorate diploma, if the study document is obtained in Romania or at one of the accredited university education institutions mentioned at para. 5.1.2, letter a and b respectively, the recognition document issued by IOSUD, or, as the case may be, by CNRED, according to the Methodology regarding the recognition of the doctorate diploma and the title of doctor of science or in a professional field obtained abroad, approved by Ministerial Order 7234/2024 - copy and legalized translation (if necessary);
d) proof of the quality of doctoral supervisor or habilitation, issued by the institutions provided at para. (5.1.2) - copy and legalized translation (if necessary).
Legalized translation of documents from point c) and d) is not required for persons who obtained diplomas from accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation.

The file can be submitted at the USV registry, sent by mail, or via PCUe.

The decision of recognition/non-recognition of the quality of supervisor is issued by the USV Rector based on the evaluation of the committee and is valid and produces legal effects at the USV level.

The recognition certificate of habilitation is issued by IOSUD USV specifying the accredited field of doctoral university studies in accordance with the nomenclature of fields and specializations/programs of university studies and the structure of higher education institutions, approved by government decision. (2) If IOSUD USV does not have in its structure the field for which recognition is requested, by way of exception, for the establishment of that field of doctoral university studies, recognition is carried out in the science branch to which the respective field belongs, provided in the nomenclature of fields and specializations/programs of university studies and structure of higher education institutions, approved by government decision.

The recognition certificate will be drawn up in two copies, one to be sent to the applicant and one to be archived at the CSUD secretariat.


Issuance of the recognition document

The recognition certificate is issued to the holder or to a person empowered by a notarial power of attorney.

In case of loss, destruction, or deterioration of the recognition document, at the request, a duplicate will be issued after consulting the archive.

Recognition certificates issued according to this procedure are recognized only within USV.

Appeal routes

The decision of the Recognition Commission can be contested only once, within 10 days from notification, through a motivated request submitted to the USV registry, sent by mail, or via PCUe.

In the situation where the applicant for recognition files an appeal, the Rector appoints an appeals commission consisting of three members, in which other persons than those of the Recognition Commission will be designated.

Commission members will decline participation in case of the appearance of a possible incompatibility specified by the regulations in force.

The results of the evaluation are recorded in a report which will become part of the recognition file and will be signed by all members of the appeals commission.

The duration for resolving the appeal is a maximum of 10 working days from the date of registration of the appeal. The resolution period provided above may be extended in justified cases, with the applicant being informed in writing, by postal courier or electronic mail.

The solution of the appeals commission, recorded in a report, can be challenged in the competent courts of the Suceava municipality.
