Through this procedure, the quality of PhD supervisor obtained in an accredited higher education institution abroad is automatically recognized within the University of Petroșani (UPET).

The quality of PhD supervisor or habilitation obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and from prestigious universities in other countries provided in the List of prestigious universities in other countries, approved by the Order of the Ministry of National Education and Scientific Research no. 5825/2016 and periodically updated, is automatically recognized by UPET.

The quality of PhD supervisor or habilitation obtained at other accredited higher education institutions abroad than those mentioned is recognized only on the basis of an international mutual recognition agreement, concluded at intergovernmental or inter-university level.

The study documents subject to recognition are authenticated with the Hague Apostille for countries that are parties to the Hague Apostille Convention, and for other countries the study documents are superlegalized or accompanied by a Certificate of Authenticity issued by the competent authorities of the country of origin.

The committee that evaluates the recognition file and that makes the decision regarding the recognition request, hereinafter referred to as the Evaluation Committee, comprises 5 members: the director of the doctoral school, three members of the doctoral school, of which at least one is a PhD supervisor in the candidate's field, and the chief secretary of UPET. The Evaluation Committee is appointed by Decision of the Director of the Doctoral School Council (CSD).

The Evaluation Committee will prepare an Evaluation Report containing the decision regarding the recognition request. The deadline for resolving the recognition request is 30 working days from the date the file is submitted to the Doctoral School within UPET.

Based on the Report prepared by the Evaluation Committee, the recognition or non-recognition decision is issued by UPET and will be sent to the applicant.

In case of loss, destruction, or deterioration of the recognition decision, UPET issues, upon request, a duplicate thereof. The request is made in writing and must be accompanied by the following documents: copy of the recognized study document, copy of the identity document, proof of payment of a fee established annually by Decision of the UPET Senate in the case of loss, destruction, or deterioration of study documents issued by UPET, notarial declaration regarding the situation: loss, destruction, deterioration.

Recognition by UPET of the quality of PhD supervisor obtained in accredited higher education institutions abroad is valid and produces legal effects only within this higher education institution and does not automatically grant the right to hold a teaching position in the Romanian higher education system, which will be carried out in accordance with the legal regulations in force.
