Details

The purpose of this methodology is the internal implementation of the Order of the Minister of Education no. 7234 from October 10, 2024, as well as the establishment of SNSPA's responsibilities regarding its obligations in accordance with legal provisions, in a unified, transparent, and legal context, in close correlation with the provisions of Law no. 200/2004 regarding the recognition of diplomas and qualifications for regulated professions in Romania, with subsequent amendments and completions.

The methodology applies within the National School of Political and Administrative Studies - SNSPA for the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad by Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries.

Entitled persons

Eligible to submit applications for the automatic recognition of the doctoral diploma and the title of doctor in sciences or in a professional field are applicants who have obtained the title of doctor at:

a. accredited institutions of higher education from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b. accredited institutions of higher education from outside the countries provided in point a), among the most prestigious higher education institutions in the world, according to the provisions of the Order of the Minister of Education regarding the approval of the list of prestigious universities from other countries.

Regulated professions
The title of doctor allows access to the teaching profession found in Annex no. 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*

Appeal routes

The applicant has the right to appeal the decision of the internal specialty evaluation commission within 10 calendar days from receipt of the notification. The appeal filed by the applicant will be analyzed and resolved by the Appeal Commission within IOSUD-SNSPA within no more than 30 calendar days from the date it is registered at the university. The commission's decision regarding the appeal is final at the SNSPA level and is communicated to both the rector and the applicant at the contact details provided.
