Accredited institutions of higher education or public and private law units and institutions included, according to legal regulations, in the national research and development system recognize the doctoral diploma and the title of doctor in sciences or in a professional field, obtained at:

• accredited institutions of higher education or research and development from a member state of the European Union, the European Economic Area, and the Swiss Confederation, • accredited institutions of higher education or research and development included in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research, updated periodically,
• accredited institutions of higher education or research and development that are the subject of an international mutual recognition agreement, concluded at intergovernmental or inter-university level, only for the purpose of enrolling in postgraduate programs, obtaining habilitation, occupying a teaching or research position within one of the institutions or units mentioned above, according to OMENCS no. 5923/06.12.2016 for the approval of the Methodology regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad.

The following clarifications are made regarding the authentication of the doctoral diploma to be presented for recognition:

1. For states that are parties to the Hague Apostille Convention, educational documents subject to equivalency/recognition must be endorsed with the Hague Apostille by the competent authorities in the issuing countries; educational documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Convention Apostille, with the other EU member states being exempt.

2. For states that are not parties to the Hague Apostille Convention, educational documents must be superlegalized or accompanied by a Certificate of Authenticity issued by the competent authorities in the country of origin. Superlegalization is applied either by the Ministry of Foreign Affairs in the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs in the issuing country, its Embassy/Consular Office in Romania, and the Ministry of Foreign Affairs in Romania. For countries where there are no Romanian diplomatic missions or which have no diplomatic missions in Romania, educational documents must bear the visa of the Ministry of Education and the Ministry of Foreign Affairs in the issuing country.

Exemption from superlegalization is permitted under the law, a treaty to which Romania is a party, or on the basis of reciprocity.
