Describe the organization and conduct of the process of recognizing the quality of doctoral supervisor obtained abroad so that the candidate and participants in this process better understand the steps to be followed and their order. namental or inter-university.
Implement OME 5.956/2024 from August 13, 2024 for the approval of the Methodology regarding the automatic recognition of the quality of doctoral supervisor obtained in higher education or research-development institutions abroad.

Categories of persons addressed:
Eligible to submit requests for recognition of the quality of doctoral supervisor in sciences or in a professional field are applicants who have obtained the quality of doctoral supervisor at:
a) specialists who have the quality of doctoral supervisor in one of the member states of the European Union or the European Economic Area or in the Swiss Confederation automatically acquire the quality of doctoral supervisor in Romania through recognition and issuance of the habilitation recognition certificate by IOSUD-ASE;
b) specialists who have the quality of doctoral supervisor in one of the institutions of higher education outside the countries mentioned in letter a), among the most prestigious institutions of higher education in the world, according to the provisions of the Order of the Minister of Education regarding the approval of the list of prestigious universities in other states, automatically acquire the quality of doctoral supervisor in Romania through recognition and issuance of the habilitation recognition certificate by IOSUD-ASE;
c) specialists who are doctoral supervisors within institutions abroad, other than those provided in letter a) or b), acquire the quality of doctoral supervisor in Romania through recognition and issuance of the habilitation recognition certificate by IOSUD-ASE based on an international mutual recognition agreement.
