This procedure describes the automatic recognition within the “Titu Maiorescu” University of Bucharest (UTM) of the status of doctoral supervisor or the habilitation obtained in accredited higher education institutions abroad, for the purpose of affiliation to the doctoral schools within UTM.
The provisions of this procedure establish the manner in which automatic recognition is carried out by “Titu Maiorescu” University of Bucharest of the doctoral degree and the title of Doctor of Science or in a professional field, obtained abroad, in accordance with the provisions of MENCȘ Order no. 5923 of December 6, 2016 for the approval of the Methodology regarding the recognition of the doctoral diploma and the title of Doctor of Science or in a professional field, obtained abroad.
This procedure applies to holders of doctoral diplomas in science or in a professional field, obtained at: a) accredited higher education or research and development institutions from a member state of the European Union, the European Economic Area, or the Swiss Confederation;
b) accredited higher education or research and development institutions included in the List of prestigious universities from other states, approved by order of the minister of national education and scientific research, updated periodically;
c) accredited higher education or research and development institutions which are subject to an international convention of mutual recognition, concluded at intergovernmental or inter-university level.

All applicants who do not fall under one of the situations mentioned above must apply directly to the National Centre for Recognition and Equivalence of Diplomas (CNRED) within the relevant ministry.

The candidate who wishes to request the University to recognize the doctoral diploma and the title of doctor in sciences obtained abroad shall submit to the IOSUD UTM secretariat the application file for recognition. The doctoral diploma must be authenticated with a Hague Apostille (if the issuing countries are signatories of the Hague Apostille Convention) and superlegalized or accompanied by a Certificate of Authentication issued by the competent authorities of the state that issued the diploma, if they are not signatories to the Hague Apostille Convention.
Titu Maiorescu University reserves the right to request from the Ministry of National Education, respectively its specialized departments, an opinion regarding the recognition of the study documents submitted to the university. Recognition of the doctoral diploma and the title of doctor in sciences obtained abroad produces effects only at “Titu Maiorescu” University.
Recognition of the doctoral diploma and the title of doctor in sciences obtained abroad produces effects on the entire territory of Romania if it was carried out by CNRED as the specialized body of the Ministry of National Education.

Processing the file
The file submitted by the candidate for the recognition of the doctoral diploma and the title of doctor in sciences obtained abroad is evaluated by CSUD. The resolution period by Titu Maiorescu University for the candidate’s file is 30 working days from the date it is registered with all complete documents. The decision of recognition or non-recognition is issued as a result of the final resolution pronounced by Senate Decision.
Appeals against the decision of non-recognition of the doctoral diploma and the title of doctor in sciences obtained abroad may be submitted within 5 working days from the date it is communicated to the candidate.
The response to the appeal submitted by the candidate regarding the decision of non-recognition of the doctoral diploma and the title of doctor in sciences obtained abroad will be communicated within 5 days from its submission, by IOSUD UTM.

Appeal routes

In the case of a decision not to recognize the status of doctoral supervisor or habilitation obtained at a higher education institution abroad, the applicant may file an appeal within three working days from the date of communication of the evaluation result. The appeal, addressed to the Rector, must be formulated in writing, registered at the UTM Registry and resolved by a Appeals Resolution Committee, appointed by the Rector's decision. Appeals may be submitted exclusively for failure to comply with the legal procedures regarding the evaluation process, only by the appellant and only regarding the request for which the file was submitted. The university's final decision may be challenged in court.
