Triggering the external evaluation of bachelor's degree study programs*

The Romanian Agency for Quality Assurance in Higher Education (ARACIS) evaluates bachelor's degree programs of Higher Education Institutions (HEIs) based on a request from the institutions regarding the initiation of the external evaluation of the quality of bachelor's degree programs.
STEP 1.
Required documents:
- Request to initiate the external evaluation procedure;
- The certificate regarding the registration/update of the bachelor's degree program in RNCIS (obtained from the National Authority for Qualifications (ANC)), submitted together with the request.

Schedule: Monday – Friday 08:00 – 16:00
STEP 2.
- After verifying and registering the request, the Institutional Relations and Informatization Service accesses the RNE (https://rne.aracis.ro/Login.aspx) and, through an interface, generates in SharePoint the portal structure corresponding to the evaluation with the data presented in the request;
- Grants permissions in the evaluation portal for the HEI;
- The IRIS sends the HEI an e-mail to the institutional contact person informing them about subsequent procedural aspects such as:
- The uploading by the HEI of the Internal Evaluation Report (IER);
- Sending the service provision contract in editable format (noting that this will be signed in handwriting by the HEI in 2 (two) original copies and sent promptly to ARACIS (by mail/courier services));
STEP 3 - Compliance of the Internal Evaluation Report (IER)
- After uploading the IER, the Quality Assurance Directorate verifies the compliance of the IER with the Guide for conducting external quality evaluation procedures for the purpose of provisional authorization, accreditation, or maintaining accreditation of a bachelor's degree program.
- If the IER is compliant, ARACIS signs the service provision contract.
- If the IER is non-compliant, the Institutional Relations and Informatization Service, based on findings from the IER compliance sheet, informs the institutional contact person about aspects that need to be remedied (these will be indicated in the body of the email).
- The deadline for re-uploading the revised/completed IER is specified (maximum 5 (five) days from the request for revision/completion);
STEP 4
Required documents:
- The internal evaluation report of the bachelor's degree program subject to external evaluation;
- The service provision contract signed by the higher education institution (in two copies)
- IER compliance (see STEP 3)
- Proof of payment of the evaluation fee.
Document submission:
- Electronically in SharePoint in the corresponding evaluation portal
- Schedule: Monday – Friday 08:00 – 16:00.
- After receiving the service provision contract signed in handwriting by the HEI representatives, it is signed by the ARACIS representatives, registered, then the fiscal invoice is issued and sent via the RO e-Invoice system to the HEI for payment (the invoice will be paid within 10 working days);

The fees are paid in lei by payment order/bank transfer mentioning the account below:

Documents issued by ARACIS to higher education institutions following the submission of documents from STEP 4:
- the service provision contract signed by ARACIS;
- the fiscal invoice;
- entry-receipt note.
The documents will be sent in one original copy to higher education institutions by mail, with delivery confirmation.
Following the submission of all documentation by higher education institutions (as detailed above), the ARACIS Council approves expert committees for the external quality evaluation of bachelor's degree programs.
