The purpose of the procedure is to establish how the Technical University of Civil Engineering Bucharest (UTCB) recognizes the doctoral degree obtained from accredited higher education institutions abroad, in compliance with the principle of legality, university autonomy, transparency, responsibility, and the applicable ethical and deontological norms.

The procedure applies within the Technical University of Civil Engineering Bucharest for the automatic recognition of the doctoral degree obtained in accredited higher education institutions abroad.

Eligible to submit requests for automatic recognition of the doctoral diploma and the title of doctor in science or in a professional field are applicants who have obtained the respective diploma and title at:

  • accredited higher education or research and development institutions in a member state of the European Union, the European Economic Area, and the Swiss Confederation;
  • accredited higher education or research and development institutions included in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research, updated periodically;
  • accredited higher education or research and development institutions that are subject to an international mutual recognition agreement, concluded at inter-governmental or inter-university level.

All applicants who do not fall under one of the above situations shall directly address the National Center for Recognition and Equivalence of Diplomas within the relevant ministry.

Applicants must have the doctoral diploma and doctoral title in science in one of the doctoral fields accredited at UTCB.

The applicant's file is initially submitted by email to the Secretariat of the Rectorship UTCB, which verifies the documents in the file before registering it.

The file is registered after the documents are verified.

The Secretariat of the Rectorship checks the file for completeness and forwards it for analysis to a Recognition Commission appointed by the Rector.

Within 30 working days from the submission of the file, the Recognition Commission appointed by the Rector will communicate to the applicant the approval or, as the case may be, the rejection for the recognition of the doctoral diploma and title in science, together with the reasoning for the decision.

Should the application not be approved, the applicant may file an appeal within 5 working days from receipt of this notification. The appeal will be reviewed within 5 working days by an Appeals Commission appointed by the Rector and the result will be communicated to the applicant in writing.

The following remarks are made regarding the authentication of the doctoral diploma to be presented for recognition:

  • For states that are parties to the Hague Apostille Convention, academic documents subject to equivalence/recognition must be endorsed with the Hague Apostille by the competent authorities in the issuing countries; academic documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Convention Apostille, other EU member states being exempted.
  • For states that are not parties to the Hague Apostille Convention, academic documents must be superlegalized or accompanied by a Certificate of Authenticity issued by the competent authorities in the country of origin. Superlegalization is applied either by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in the respective country, or by the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of that country in Romania, and the Ministry of Foreign Affairs of Romania. For countries where there are no Romanian diplomatic missions or which do not have diplomatic missions in Romania, academic documents will bear the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country.
  • The exemption from superlegalization is permitted by law, by an international treaty to which Romania is a party, or on the basis of reciprocity.
  • Any of the notarized copies (not the notarized translation) may be replaced by a simple copy only if the respective document is presented in original

Appeal routes

The appeal is submitted to the University’s address within 5 working days from receiving the notification. The appeal is reviewed within 5 working days by an Appeal Committee appointed by the Rector, and the result will be communicated to the applicant in writing. Afterwards, the final decision of the University can be challenged in court.
