Recognition by the Technical University of Civil Engineering Bucharest (UTCB) of the diploma and doctoral title obtained in accredited higher education institutions abroad*

The procedure aims to establish the way in which the Technical University of Civil Engineering Bucharest (UTCB) recognizes the doctoral title obtained in accredited higher education institutions abroad, in compliance with the principle of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.
The procedure applies within the Technical University of Civil Engineering Bucharest for the automatic recognition of the doctoral title obtained in accredited higher education institutions abroad.
Applicants who are eligible to submit requests for the automatic recognition of the doctoral diploma and the doctoral title in sciences or in a professional field are those who have obtained the respective diploma and title at:
- accredited higher education or research and development institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
- accredited higher education or research and development institutions included in the List of prestigious universities from other states, approved by order of the minister of national education and scientific research, periodically updated;
- accredited higher education or research and development institutions that are subject to an international reciprocity recognition agreement, concluded at inter-governmental or inter-university level.
All applicants who do not fall into one of the situations mentioned above will address themselves directly to the National Center for Recognition and Equivalence of Diplomas within the relevant ministry.
Applicants must have the doctoral diploma and the doctoral title in sciences in one of the doctoral fields accredited at UTCB.
The applicant's file is submitted, in the first stage by e-mail to the UTCB Rector's Office Secretariat, which checks the documents in the file before registering it.
The file is registered after verifying the documents.
The Rector's Office Secretariat checks the file for completeness and sends it for analysis to a Recognition Committee appointed by the Rector.
Within 30 working days from the file submission, the Recognition Committee appointed by the Rector will communicate to the applicant the approval or, as the case may be, the refusal for the recognition of the doctoral diploma and title in sciences, together with the reasoning of the decision.
If the application is not approved, the applicant may file an appeal within 5 working days from receiving this information. The appeal is analyzed within 5 working days by an Appeals Committee appointed by the Rector and the result will be communicated in writing to the applicant.
The following clarifications are made regarding the authentication of the doctoral diploma to be presented for recognition:
- For states that are parties to the Hague Apostille Convention, the study documents subject to equivalence/recognition must be endorsed with the Hague Apostille by the competent authorities of the issuing countries; study documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Apostille, the other EU member states being excepted.
- For states that are not parties to the Hague Apostille Convention, the study documents will be superlegalized or will be accompanied by a Certificate of authenticity issued by the competent authorities of the country of origin. Superlegalization is applied either by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of that country in Romania, and the Ministry of Foreign Affairs of Romania. For countries where there are no Romanian diplomatic missions or which do not have diplomatic missions in Romania, the study documents will have the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country.
- Exemption from superlegalization is permitted under the law, an international treaty to which Romania is a party or on the basis of reciprocity.
- Any of the legalized copies (but not the legalized translation) may be replaced by a simple copy only if the respective document is presented in the original

The appeal is submitted to the University's address within 5 working days from the receipt of the notification. The appeal is analyzed within 5 working days by an Appeals Committee appointed by the Rector and the result will be communicated to the applicant in writing. Subsequently, the University's final decision may be challenged in the courts of law.
