This procedure regulates the issuance of the certificate of opportunity by the Maramureș County Institution. The structure handling the request is the Document Reception Department.
In order to issue the certificate of opportunity, the applicant will contact the Maramureș County Council by electronically submitting the following documents:
- Application for the issuance of the certificate of opportunity - form;
- Urbanism certificate, copy;
- Proof of ownership of the property, land and/or buildings;
- Feasibility study;

- Proof of payment of the legal fee (copy). Payment can be made by bank transfer to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the Baia Mare TREASURY.
- Other documents that the applicant considers necessary (optional).
The issuance of the certificate of opportunity is conditional upon sending the original documents by mail to the issuer's headquarters, if they do not have an electronic signature.

Written documents: explanatory technical report, which includes: - presentation of the proposed investment/operation; - proposed indicators; - the way of integrating the proposed investment/operation in the area; - presentation of the economic and social consequences at the level of the reference territorial unit; - categories of costs to be borne by private investors and categories of costs to be borne by the local public authority. 2. Drawings: - zoning; - topographic/cadastral plan with the study area; - proposed concept; - site plan showing functions, neighboring properties, means of access and utilities provision.*
