The operational procedure concerns the free and unrestricted access of individuals to any information of public interest, as defined by law, which constitutes one of the fundamental principles of the relationship between individuals and public authorities, in accordance with the Constitution of Romania and the international documents ratified by the Parliament of Romania. The procedure establishes the manner in which the communication to authorities, institutions, and interested persons of the acts issued by the director is ensured, under the provisions of Law no. 544/2001 regarding free access to information of public interest.

The procedure is carried out especially for a good collaboration between citizens and public institutions, for the interests of the public institution, the citizens, and the employees of the public institution. The written request for information of public interest shall include the following elements: 1. the authority or public institution to which the request is addressed; 2. the requested information, so as to allow the authority or public institution to identify the information of public interest; 3. the applicant's name, surname, and signature, as well as the address where the response is requested.

The following information is exempted from free access by citizens: a) information in the field of national defense, security, and public order, if it is part of the categories of classified information, according to the law; b) information regarding the deliberations of authorities, as well as those concerning the economic and political interests of Romania, if they are classified, according to the law; c) information about commercial or financial activities, if their disclosure harms intellectual or industrial property rights, as well as the principle of fair competition, according to the law; d) information regarding personal data, in accordance with the law; e) information regarding procedures during criminal or disciplinary investigations, if it endangers the outcome of the investigation, reveals confidential sources, or puts at risk the life, physical integrity, or health of a person as a result of the investigation conducted or ongoing; f) information regarding judicial proceedings, if their disclosure affects the assurance of a fair trial or the legitimate interest of any party involved in the process; g) information whose publication prejudices measures to protect young people.
