Details

The allowance for raising children up to 2 years of age, respectively 3 years in the case of a child with a disability, is a form of support to which are entitled persons who, in the last 24 months prior to the child's birth, have earned income for at least 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, with subsequent amendments and completions – taxable income, or have found themselves in one or more of the situations referred to as assimilated periods. Any of the child's biological parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

The application is submitted after the end of the maternity leave (mandatory being 42 days from birth), within 60 working days. In the case of Authorized Natural Persons: - Certificate from the Health Insurance House (C.A.S) stating the period during which the maternity allowance (pregnancy + confinement) was paid, or a sworn statement that the maternity allowance has not been received - Certificates from the Caraș-Severin Public Finance Administration showing the income generated in the last 2 fiscal years prior to the date of the child's birth, or, as applicable, proof of the income calculated for the advance payment of the tax; - Tax decisions from the Public Finance Administration for the last 2 fiscal years prior to the child's birth showing the start date of the activity, - Single Statement, for the last 2 fiscal years prior to the date of the child's birth. - Decision of suspension or cessation of activity, statement 070, from the Caraș-Severin Public Finance Administration; For students, university graduates, pupils, etc.: - CERTIFICATE ISSUED BY THE EDUCATIONAL INSTITUTION ATTESTING ATTENDANCE OF FULL-TIME CLASSES WITHOUT INTERRUPTION UNTIL THE DATE OF APPLICATION DURING THE YEAR PRIOR TO THE DATE OF THE CHILD'S BIRTH, OR GRADUATION DIPLOMA ACCOMPANIED BY THE TRANSCRIPT OF RECORDS, OR CERTIFICATE ISSUED BY THE HIGHER EDUCATION INSTITUTION IF THE FACULTY WAS GRADUATED IN THE YEAR PRIOR TO THE CHILD'S BIRTH IF THEY ARE IN ONE OF THE ASSIMILATED PERIODS - SWORN STATEMENT THAT NO TAXABLE INCOME IS EARNED If the father applies for the child-raising and care allowance, a certificate from the mother's employer is also required, specifying the period during which the maternity allowance was paid, i.e., prenatal and postnatal leave, or a sworn statement that the maternity allowance has not been received.*
