• provides the applicant with information regarding the legal, economic, and technical regime of the land and existing constructions at the time of the request, in accordance with the provisions of urban plans and their related regulations or territorial planning plans, as appropriate, endorsed and approved according to the law;
• establishes the urban requirements that must be met depending on the specifics of the location;
• establishes the list of necessary approvals/agreements for authorizing the execution of construction works;
• specifies by name the operators of technical-utility networks who will issue the respective approvals/agreements; the approvals will be requested only from the owners of aboveground and underground networks that affect the land and/or constructions for which urban planning certificates are requested, with consultation of the urban database constituted according to the law;
• informs the investor/applicant about the obligation to contact the competent authority for environmental protection, in order to obtain its opinion and, where necessary, its administrative act, required for authorization.

• for the concession of land, according to the law;
• for the awarding by auction of the design of public works at the "Feasibility Study" stage, according to the law;
• for court requests and notarial operations regarding real estate circulation, when the respective operations concern:

- merging, respectively splitting land from/into at least 3 plots;

- subdivisions or merging of plots requested for the purpose of carrying out construction and infrastructure works;

- establishing an easement of passage regarding a property.
