Through this procedure, only within the Institute of Business Administration of Bucharest, the teaching positions in higher education obtained in accredited institutions abroad by Romanian citizens, citizens of the member states of the European Union, the Swiss Confederation and third states are automatically recognized, at:
a. accredited higher education institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
b. prestigious universities from other countries provided in the List of prestigious universities from other states, approved by order of the Minister of National Education no. 5462/2018 and updated periodically;
c. other accredited higher education institutions abroad than those mentioned, only on the basis of an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 of National Education Law no. 1/2011 are applied directly. The reserved, vacant, or temporarily vacant teaching positions are filled in priority by the tenured teaching staff of the institution or by associated teaching staff.
The occupation of a teaching position in the Romanian higher education system is carried out according to the legal norms in force.

The status of university teaching staff is found at position no. A8 in Annex no. 2 of Law no. 200/2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*

The appeal is submitted to the Institute within 15 calendar days from the receipt of the decision of non-recognition; afterwards, the decision of the Institute may be challenged in the courts of law.
