This procedure is presented by „Babeș - Bolyai” University, headquartered in Cluj-Napoca, Kogălniceanu Mihail St. no.1, postal code 400084, phone: 0264405300, e-mail: contact@ubbcluj.ro, www.ubbcluj.ro and is based on the Methodology for the automatic recognition of the status of doctoral supervisor, teaching positions, doctoral diploma and doctoral title obtained in accredited higher education institutions abroad, which was approved by the Senate of „Babeș - Bolyai” University (UBB) through Hotărârea 1755 din 06.02.2017.
The procedure was amended and approved by the UBB Senate through Hotărârea nr. 9475 din 13.07.2020 (updated text).

It is addressed to applicants who have obtained the doctoral diploma at:
a) accredited higher education or research-development institutions in a member state of the European Union or the European Economic Area or from the Swiss Confederation;
b) accredited higher education or research-development institutions included in the Lista universităților de prestigiu din alte state, approved by ordin al ministrului de resort, periodically updated;
c) accredited higher education or research-development institutions that are the subject of an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.

Clarifications regarding the authentication of the doctoral diploma to be presented for recognition:
1. For states that are parties to the Hague Apostille Convention, educational documents subject to equivalence/recognition must be endorsed with the Hague Apostille by the competent authorities in the issuing countries; educational documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Convention Apostille, while the other EU member states are exempt.
2. For states that are not parties to the Hague Apostille Convention, educational documents will be superlegalized or will be accompanied by the Certificate of authenticity issued by the competent authorities in the country of origin. Superlegalization is done either by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of that country in Romania, and the Romanian Ministry of Foreign Affairs. For countries where there are no Romanian diplomatic missions or which do not have diplomatic missions in Romania, educational documents will bear the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country.
Exemption from superlegalization is permitted by law, by an international treaty to which Romania is a party, or on the basis of reciprocity.
Any of the notarized copies (except for the notarized translation) may be replaced with a simple copy only if the respective document is presented in original.

The submission of documents through this platform can be done as follows:
- Each pdf file will contain only a single printed document, which will be included in its entirety (all its pages). The pdf file corresponding to the document submitted for recognition will be made from a notarized copy, if it is issued in Romanian, English, French, or, respectively, from a copy and translation into Romanian, notarized by the Romanian authorities, in the case of documents issued in other languages.
- When signing each digital document, a qualified electronic signature can be used (according to Law 455/2001).
The transmission of documents implies your agreement for the processing of personal data, as in the absence of this agreement, the University cannot provide the requested service.
The processing time is 30 calendar days and starts from the moment the applicant has submitted all the documents required by the University. This period is extended if the office finds that the file submitted is incomplete or the resolution involves clarification correspondence with the applicant, with the CNRED specialized service or with the institution that issued the document to be recognized. In any of these cases, the applicant for recognition will be notified in writing about this, using any of the communication methods indicated by the applicant in their recognition request.
The period for completing the file by the applicant with the documents required by „Babeș - Bolyai” University after the start of this procedure is 15 calendar days from the drafting and sending of the communication by the University. Failure to comply with the deadline leads to case closure. After closure, the applicant has the right to register a new application, which will be processed according to the procedure in force at the date of registration.
The recognition of the doctoral diploma and title is valid and produces legal effects only at the level of „Babeș - Bolyai” University in Cluj-Napoca.

Appeal routes
Ways to challenge the conclusions of the Recognition Commission:
1) The solution proposed by the recognition commission can be contested by submitting and registering a written appeal by the applicant at the Registry of "Babeș - Bolyai" University within the deadline.
Appeal deadline is 48 hours from the announcement of the solution proposed by the Recognition Commission. The appeal commission appointed by the rector of UBB will provide a response within 30 days from receiving/registering the appeal.
2) The response of "Babeș - Bolyai" University to the appeal can be challenged before the competent court, in accordance with Administrative Litigation Law 554/2004, as subsequently amended and supplemented.
