Issuance of Temporary Practice Permit - doctors who are citizens of the E.U., E.E.A., and the Swiss Confederation*

The issuance of the Temporary Practice Permit on the territory of Romania necessary for carrying out temporary/occasional medical activities by doctors who are foreign citizens belonging to the countries of the European Union, the European Economic Area, and the Swiss Confederation is carried out in accordance with Law no. 95/2006 regarding the reform in the field of health with its subsequent amendments and completions, and with Decision no. 23/2024 of the National Council of the Romanian College of Physicians regarding the issuance of the Temporary/Occasional Practice Permit for doctors from the European Union, the European Economic Area, and the Swiss Confederation based on the permit issued for this purpose by the Romanian College of Physicians.
The permit is issued by the Romanian College of Physicians through the Permits Department, based on the following documents:
a) the standard application for issuing the permit, in which the period of provision is specified, as well as the temporary or occasional nature, the place of these activities, the insurance field or other means of personal or collective protection regarding professional liability that the applicant benefits from in the member state of establishment;
b) a copy of the citizenship document – identity card or passport which is valid;
c) a copy of the marriage certificate or any other relevant document in case of a name change, in the situation where documents show different names;
d) a copy of the diplomas, certificates, or other doctor’s titles provided by the law or EU regulations for practicing medical activities;
e) proof from the competent authorities of the member state of establishment attesting that the holder has not suffered temporary or definitive suspensions from exercising the profession or definitive criminal convictions. The document is valid for 3 months from the date of issue;
f) a sworn statement regarding knowledge of the Romanian language, necessary for the temporary practice of the profession in Romania, or a copy of a language proficiency certificate/attestation issued by organizations recognized by the Ministry of Education, certified as a true copy by the applicant. By exception, this certificate or attestation is not necessary for occasional practice within mixed teams;
g) proof of payment of the amount of 1,200 lei, representing the fee for file analysis. In the case of sitting the aptitude test provided at art. 5 paragraph (3) of Decision no. 23/2023, the operating cost of the examining commission supported by the permit applicant is the lei equivalent of the amount of 1,000 euros. The aptitude test will be organized after payment is made.
No fees are charged for humanitarian and volunteering actions.
The documents provided at letters b), c), and d) will be accompanied by an authorized translation performed by an authorized translator, into Romanian, and
The documents provided at letter e) will be accompanied by a legalized translation into Romanian, performed by an authorized translator.
The documents on the basis of which the Temporary Practice Permit will be issued will be:
- submitted personally or through a representative at the secretariat of the Romanian College of Physicians (the representative will submit a special notarial power of attorney or lawyer’s authorization), or
- sent by mail/courier or
- transmitted through the Single Access Point to Public Services (ROePAS).
Within 30 calendar days from the date of submitting the documentation provided in paragraph (1), the physician will be informed of the permit to practice or the decision to verify professional qualifications, considering that they do not meet the criteria for automatic recognition.
The issued permit will be communicated to the requesting physician, and a photocopy will be sent to the territorial college in the county where he or she will carry out the activity and a photocopy of the permit will be filed in the applicant doctor’s file.
After obtaining the permit, the service provider doctor has the obligation to inform in advance the National Health Insurance House about the services that will be provided on the territory of Romania, and in case of emergency, within a maximum of 7 days from providing them.
