Based on Law 50/1991 regarding the authorization of construction works, with subsequent modifications and completions, and Order 47/2003 for the approval of the Procedure for issuing the approval for authorizing the execution of constructions located in the vicinity of objectives/systems in the oil and natural gas sector, Distrigaz Sud Retele (DGSR) issues upon request:
- Siting approvals - issued for construction/demolition works; the fee is calculated based on the studied area. Examples of requests:
- extension, consolidation, reorganization, re-compartmentalization, existing construction
- construction of new building with/without connections, pedestrian and road alleys, land fencing
- balcony construction, creation of outside access opening, change of space destination
- demolition of existing constructions
- legalization of construction
- arrangement of park, parking lot, etc.
- Route approvals - issued for works for utilities networks/connections/services/roads; the fee is calculated based on the length of the studied route. Examples of requests:
- extensions/establishment of water, sewer, electric, heating, telephone, gas pipelines
- rehabilitation/establishment of roads, asphalting
- diversion of water, sewer, electric, heating, telephone, gas pipelines
- replacement/rehabilitation/modernization of water, sewer, electric, heating, telephone, gas pipelines
- water sewer connection/branch
- thermal connections
- electrical connection
- gas connections/connections
- replacement of tram line; extension of trolleybus line etc.
- modernizations, road rehabilitations, etc.
- Principle approvals - are issued if the client requests information regarding the existence or not of DGSR networks on a land plot, in the case of notarial operations, feasibility or pre-feasibility studies or when preparing PUD, PUZ, PUG documentations; the fee is calculated based on the studied area. PUG and general interest PUZ/PUD are not charged; fee exemption for PUZ/PUD applies based on a letter from the public institution accompanying the documentation, stating that the objective falls under the provisions of Law no. 350/2001 art. 56 para. 3. Examples of requests:
- PUD, PUZ, PUG
- notarial operations: alienation of land, subdivision, concession, etc.
- network marking
- FS or pre FS
- construction site organization
The approval represents the written response to the applicant's request, with mandatory technical character, in which the standpoint regarding the fulfillment of coexistence conditions of the proposed objective with respect to the natural gas distribution networks of the operator Distrigaz Sud Retele is specified.
The approval is obtained only after submitting the complete documentation consisting of: standard request, necessary documents mentioned in the request and proof of payment. Siting and route approvals are issued within a maximum of 5 working days from the date of submission of the complete documentation.
Principle approvals are issued within a maximum of 15 working days from the date of submission of the complete documentation.
The documentation may be submitted by a consultant, designer, or any other natural or legal person authorized by the holder of the urbanism certificate/applicant.
Requests can be submitted ONLINE using the form in the contact section of the Distrigaz Sud Rețele website Avize (distrigazsud-retele.ro) or DIRECTLY at the Distrigaz Sud Retele offices.

For documentation with plans larger than A3 format, physical submission of these at the headquarters of Distrigaz Sud Retele is mandatory and uploaded on CD in .dwg electronic format, scale 1:500 or 1:1000, in Stereo '70 coordinate system with title block, legend and cleared of unused graphic elements and definitions – using the purge function.
The issuance of the approval consists of the following steps:
- checking the documentation and requesting completions, if necessary;
- issuing and sending the Payment Note corresponding to the type of requested approval; payment of the fee, presentation of proof of payment and the related documentation;
- registration of the request;
- documentation analysis and invoice issuance;
- identification and verification in the field/GIS MAP of the DGSR objectives and the location for which approval is requested;
- marking the DGSR objectives on the site plan, stamping the site plan and issuing the approval;
- delivering/sending the approval to the applicant.
The applied fees are valid starting with 01.08.2024, are included in the List of Services/Related Activities of Distrigaz Sud Retele and are under the provisions of Order 140/2015 of ANRE for setting regulated tariffs for activities related to the operation of the natural gas distribution system. Fees are calculated based on the land area (for siting approvals), the analyzed length (for route approvals) and/or based on the number of plans. Fees are paid only based on the Payment Note (document reference in the payment document is mandatory).
