The Civil Status Service issues, upon request, multilingual extracts from civil status documents regarding birth, marriage, or death.
- These are documents that have the same probative value as civil status certificates and are used by holders and entitled persons before foreign authorities in the states parties to Convention No.16 of the International Commission on Civil Status signed in Vienna on September 8, 1976, to which Romania acceded in 2012 (Law no. 65/2012).
- The multilingual extracts of civil status documents issued under the conditions of Convention No.16 by the competent authorities of the states parties are recognized without translation, legalization or any other equivalent formality and are used under the same conditions as civil status certificates in the territory covered by the Convention.
- The signatory states of Convention No.16 are: the Republic of Austria, the Kingdom of Belgium, Bosnia and Herzegovina, the Republic of Croatia, the Swiss Confederation, the French Republic, the Federal Republic of Germany, the Hellenic Republic, the Italian Republic, the Grand Duchy of Luxembourg, the Republic of Lithuania, the Republic of Macedonia, Montenegro, the Republic of Moldova, the Kingdom of the Netherlands, the Republic of Poland, the Portuguese Republic, the Kingdom of Spain, the Republic of Slovenia, the Republic of Serbia, the Republic of Turkey.
- The multilingual extracts of civil status documents regarding birth and/or marriage are issued to the holders or their legal representatives, and the multilingual extracts of civil status documents regarding death are issued to family members or other entitled persons.
- Multilingual extracts may also be issued to other persons empowered through a special power of attorney or lawyer’s authorization. Upon request, applicants can be issued several multilingual extracts completed based on the same civil status document.
