The procedure is addressed to individuals who own real estate. The tax certificate is issued by the Taxes and Fees Department of TOPOLOG Town Hall at the request of taxpayers based on an application for issuing the tax certificate. In the case of transferring ownership rights over buildings, land, and vehicles, the tax certificate must certify the payment of all fiscal obligations owed to the local public administration authority where the asset to be transferred is fiscally registered. For the asset to be transferred, the owner must pay the tax owed for the year in which the asset is transferred.
