The authorization of the movement of vehicles with oversize loads and the issuance of the special transport permit is carried out, prior to the movement of the oversize vehicle, by the road administrator on which the oversize vehicle will travel. The movement of vehicles with oversize loads can take place on the public road network in Romania only if these:
- are admitted to traffic;
- comply with the technical condition and traffic safety requirements;
- do not exceed the maximum authorized constructive masses of the vehicles;
- hold an AST issued by the road administrator upon which they travel;
- comply with the provisions entered in the AST.
The AST is issued at the request of the applicant, who may be the transport operator or a third party, on behalf of the transport operator. The holder of the AST is in all cases the transport operator who bears the entire responsibility for the movement of the oversize vehicle, in accordance with the conditions set out in the AST and with the legislation in force. The AST is issued by the administrator of the road on which the vehicle travels, prior to the movement of the oversize vehicle, and contains information regarding:
- the issuer;
- the date and time of issuance of the document;
- the applicant;
- the transport operator holding the AST;
- the registration numbers of the oversize vehicle, including those of the reserve vehicle, if applicable;
- the vehicle’s configuration in terms of axles;
- the masses and dimensions of the oversize vehicle;
- the authorized direction and route;
- the validity period of the AST;
- the equivalent value of the additional tariffs for the movement of oversize vehicles, paid in advance, including the series and number of the document that certifies payment;
- convoy movement, if applicable;
- the registration numbers of the vehicles comprising the convoy.

Request for the issuance of the special transport authorization, which must be fully completed by the applicant, who bears full responsibility regarding the correctness of the information provided concerning: the identification data of the applicant; the identification data of the transport operator; the registration numbers of the vehicle with exceedances; the origin and destination of the transport within the territory of Romania, as well as intermediate points if the applicant opts for a certain route between origin and destination; the registration numbers of a reserve vehicle with identical characteristics to those of the vehicle with exceedances, if deemed necessary; the configuration of the vehicle in terms of axles, axle type, suspension and wheels, distance between axles; the weights and dimensions of the vehicle with exceedances; the nature of the cargo transported; the requested validity period; compliance with the maximum towable mass, with/without braking device, entered in the technical inspection report for approval, conducted by RAR, or in the vehicle's registration certificate, in the case of a towing vehicle towing a trailer/semitrailer; compliance with the maximum authorized constructive weights of the vehicles; the specialized economic operator who will accompany the vehicle with exceedances.*
