Purpose of the procedure: The procedure is intended for the recognition of the professional qualification of interpreter and translator in the field of legal sciences, obtained in a third country, as well as for the registration with the Ministry of Justice, in order to provide, in Romania (the host state) in a regime of establishment, interpretation and translation services at the request of the Superior Council of Magistracy, Ministry of Justice, Prosecutor's Office attached to the High Court of Cassation and Justice, National Anticorruption Directorate, criminal investigation bodies, courts, notary public offices, lawyers and judicial executors.

For the recognition of the professional qualification in Romania, the applicant must prove:
a) obtaining the professional qualification of interpreter and translator in the field of legal sciences in a third country;
b) recognition by another Member State of the European Union (EU) or belonging to the European Economic Area (EEA) or the Swiss Confederation (CH) of the professional qualification obtained in the territory of the third country;
c) acquisition of at least 3 years of professional experience in the profession in the territory of the Member State from letter b) and certification of this by the respective state.

Beneficiaries of the procedure: citizens of a Member State of the European Union or belonging to the European Economic Area or of the Swiss Confederation who wish to exercise the profession of authorized interpreter and translator in Romania, in a regime of establishment, and who prove they meet the above requirements.

Documents issued in a third country
Official documents issued in a third country must be apostilled or, as the case may be, legalized, except in cases where this requirement has been removed by international conventions. Translation of official documents issued abroad
Official documents issued abroad shall be submitted in photocopy and must be accompanied by a translation, without the need for its legalization.
If, according to the requirements below, legalization of the translation is also required, the translation shall be performed by an authorized interpreter and translator in Romania, whose signature is legalized by a notary public or by the diplomatic mission or consular office of Romania abroad. Translations made by official translators from other EU or EEA Member States or the Swiss Confederation are also accepted.
If the document issued in an EU Member State refers to birth, marriage, domicile, residence, or criminal record, the translation is replaced by the multilingual standard form accompanying the certificate, issued in accordance with Regulation (EU) no. 2016/1191. Fee
For solving the application, a judicial stamp duty of 100 lei must be paid.
The judicial stamp duty is paid into the local budget account of the administrative-territorial unit in Romania where the applicant has their domicile/residence (city hall). If the applicant has neither domicile nor residence in Romania, the fee is paid into the account of the City Hall of Sector 5, Bucharest. To find out the account where the payment is to be made, you can contact the competent Directorate of Taxes and Local Duties.
Payment can be made in cash / by bank transfer / online (including on www.ghiseul.ro), at the City Hall, bank units, CEC, State Treasury or at the Romanian Post, but only into the local budget account of the above-mentioned city hall.
The receipt must bear the mention “judicial stamp duty for recognition of interpreter and translator qualification”.
The judicial stamp duty is not refunded if, following verification of the application and supporting documents attached, the conditions for recognition of the professional qualification are not met.

The profession of authorized interpreter and translator is a regulated profession within the meaning of Law no. 200/2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions, being provided for at letter B, position 148.*
