It is granted for the full or partial coverage of the expenses related to the heating of the home during the cold season.

Types of aid:

- aid for home heating with thermal energy;

- aid for home heating with natural gas;

- aid for home heating with electricity;

- aid for home heating with solid or petroleum fuels.

Beneficiaries:

Families and single persons who meet the following conditions:

- actually live at the address for which they are requesting this aid, are registered in the property register and are taken into account when establishing the housing maintenance expenses;

- have incomes of up to 1386 lei/member of the family in the case of families, or 2053 lei in the case of a single person;

- do not own goods included in the List of goods that lead to the exclusion from the granting of social aid;

- qualify as aid holders, which is found in the following situations:

· owner of the home;

· legal successor of the home owner;

· person who has transferred the home based on a sale-purchase contract with maintenance clauses or with the right of habitation;

· holder of a rental, loan for use, or concession contract;

· another adult family member authorized by the home owner or by the holder of the rental contract;

· legal representative of a single person who does not have legal capacity (persons under interdiction, etc.)

Granting the right

The aid for home heating is granted based on a self-declaration application, accompanied by supporting documents regarding the composition of the family, the incomes obtained in the month prior to the submission of the application by its members and the goods owned, including in other administrative-territorial units. When establishing the net monthly income of the family or, as the case may be, of the single person, all incomes obtained are taken into account, including those from social insurance rights, unemployment insurance, allowances, allocations and aid of a permanent nature, regardless of the budget they are supported from, legal maintenance obligations and other legal claims, except for the amounts provided for in art.8 para.1 of Law 416/2001 regarding guaranteed minimum income.

Necessary documents:
- copies of the identity documents of all family members;

- copy of documents attesting the status of aid holder (property deed, rental contract, legal authorization, etc.);

- copies of the registration certificates of owned cars (where applicable);
- supporting documents regarding the incomes obtained in the month prior to submitting the application (salary certificate stating YES/NO meal vouchers, holiday vouchers, pension coupons, unemployment coupons, etc.); for persons who do not have incomes or whose amount cannot be proven otherwise, a notarial declaration will be submitted in this respect;

- certificate issued by the owners’/tenants’ association regarding the number and names of persons who actually live at the address for which heating aid is requested (for applicants who submit the application individually);
- copy of the last natural gas/electricity bill (for persons requesting heating aid with gas or electricity).

Submission of application-declarations is made only once at the beginning of the season. A holder is legally entitled to only one heating aid, depending on the type of home heating (thermal energy, natural gas, electricity, solid or petroleum fuels). If families and single persons meet the eligibility conditions for the heating aid during the cold season, the right to aid is established starting from the month of submission of the application, if it is submitted by the 20th of the month. Single persons and families who own goods included in the list of those leading to exclusion from the granting of heating aid, provided in Annex no.4 to Government Decision 559/2017, are NOT entitled to heating aid for housing.
