This procedure regulates the manner of issuing the information urbanism certificate within the City Hall of Ștefănești, Argeș County.
Notarial operations refer to sale-purchase, concession, right of servitude, subdivision/merger, parceling/consolidation, partition, succession.

SPECIFICATIONS
Art. 19, para. (2) of the Methodological Norms for the application of Law no. 50/1991, approved by MDRL Order no. 839/2009, establishes that the urbanism certificate is an information document regarding the legal, economic, and technical status of the property, as well as the specific urban requirements for the site, determined in accordance with the provisions of authorized and approved urban documentation, a document issued, upon request, to any applicant – natural or legal person – without the need to present a title to the property or any other document attesting ownership.
The issuer is prohibited from conditioning the issuance of the urbanism certificate on the prior preparation of urban documentation for the property in question, as well as any other technical documentation defining the purpose of the request.
Under these conditions, for the purpose of detailing the proposed urban intervention, other documents prepared by a designer—as plans on cadastral support with the situation of existing and proposed constructions and a technical report detailing the proposals from the plans, including the estimation of the impact of the proposed work on neighbors—may be attached to the legally required documentation; these plans are optional and have the exclusive purpose of informing about the investor's intentions and cannot be marked as unchangeable.
The plans that are to be marked as unchangeable will be the extracts of the cadastral plan on the orthophotoplan or other plans issued/marked by the Office of Cadastre and Real Estate Advertising Constanța, highlighting the cadastral parcels for which the urbanism certificate is requested.
In the case of properties registered in the cadastre and real estate advertising records, the zoning plans at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as applicable, issued upon request by the Office of Cadastre and Real Estate Advertising (OCPI), highlighting the cadastral parcels for which the urbanism certificate is requested, but without including proposals regarding construction interventions at the parcel level, may be marked as unchangeable as an annex to the urbanism certificate. These stamped plans may be used in the documentation required to obtain approvals requested by the urbanism certificate.
The plans containing intervention proposals, requested by the authorized institutions to issue the necessary approvals, will be drawn up on the topographic support endorsed by OCPI to be used for obtaining the building permit, together with the plans marked as unchangeable as an annex to the urbanism certificate, mentioned in the previous paragraph.
