According to Law no. 226 /2021 regarding the establishment of social protection measures for the vulnerable energy consumer and the Methodological Norms for application approved by HGR no. 1073 /2021, benefit from heating assistance during the cold season for covering fully or, as the case may be, part of the heating expenses, as well as an energy supplement throughout the year, vulnerable consumers who meet the conditions.

The heating assistance is granted for a single system used to heat the home, during the cold season, declared by the single person, or a family member who has full capacity to exercise civil rights, who becomes the holder of the assistance.

Also, heating assistance is granted only for a single dwelling, respectively for the residence or, as the case may be, the secondary residence. The provided assistance is granted based on application and declaration on own responsibility accompanied obligatorily by supporting documents regarding family composition, the income earned by the members, as well as documents proving the residence or assets owned by them.

In the application and declaration on own responsibility, the applicant for heating assistance and the energy supplement is obliged to mention the family composition, income earned, supplier identification elements, client code and consumption location, assets owned in property, rental, concession, loan or other form of possession, listed in the assets list that lead to exclusion from receiving heating assistance. Persons requesting thermal energy assistance are obliged to specify the number of rooms in the home.

The average net monthly income up to which heating assistance is granted is 1,386 lei/person, for families, and 2,053 lei, for single persons.

Families and single persons who own at least one of the assets included in the list below do not benefit from heating assistance​

List of assets leading to the exclusion of heating assistance


A. Immovable assets

1. Buildings, other housing spaces outside the residential home, as well as land located within city limits with an area greater than 1,200 sqm in urban areas and 2,500 sqm in rural areas, except for the land used for enclosing the residence and its yard.

B. Movable assets

1. More than one vehicle older than 10 years, with the right to circulate on public roads.
2. Vehicle with the right to circulate on public roads younger than 10 years, except for those used and/or adapted for the transport of persons with disabilities.
3. Motorboats, boats with engine, yachts or other types of vessels, except those necessary for transportation in the case of persons living in the Danube Delta Biosphere Reserve.


C. Bank deposits

1. At least one family member holds, as owner, one or more bank deposits, whose total sum is more than 3 times the value of the average gross salary stipulated by the Social Insurance Law.

OWNERSHIP OF ANY OF THE MENTIONED ASSETS LEADS TO THE EXCLUSION FROM RECEIVING HEATING ASSISTANCE
