Families or individuals with an average net monthly income per person, achieved in the last 12 months, below the level of the average net monthly wage for the total economy, as communicated by the National Institute of Statistics in the last Statistical Bulletin prior to the month in which the application is analyzed, as well as prior to the month in which the dwelling is allocated, have access to social housing for rent.
Social housing is distributed by the local public administration authorities who manage them, based on the criteria established annually by them, and the following categories of people can benefit from them, in the order of priority established by law:
- persons and families evicted or to be evicted from dwellings returned to former owners,
- young people up to the age of 35,
- young people coming from social welfare institutions who have reached the age of 18,
- grade I and II invalids,
- persons with disabilities,
- pensioners,
- war veterans and widows,
- beneficiaries of the provisions of the Law of Gratitude towards the hero-martyrs and the fighters who contributed to the victory of the Romanian Revolution of December 1989, as well as those who sacrificed their lives or suffered as a result of the anti-communist workers' uprising in Brașov in November 1987 no. 341/2004, with subsequent amendments and completions, and the provisions of Decree-Law no. 118/1990 regarding the granting of certain rights to persons persecuted for political reasons by the dictatorship established starting March 6, 1945, as well as those deported abroad or made prisoners, republished, with subsequent amendments and completions,
- other entitled persons or families.
Persons or families who find themselves in any of the following situations cannot benefit from social housing:
- do not have permanent residence in the city of Orsova,
- do not own, have not owned, or have not alienated a privately owned home after 01.01.1990,
- have not benefited from state support in loans and construction for obtaining a home;
- do not hold, as a tenant, another dwelling from the housing stock of the city of Orsova;
- have not been evicted as a result of termination of a rental contract concluded with the City of Orsova, through their own fault
- have sublet the dwelling without the owner’s/administrator’s consent.
