Families or individuals with an average net monthly income per person, earned in the last 12 months, below the average net monthly wage in the total economy, as communicated by the National Institute of Statistics in the latest Statistical Bulletin prior to the month in which the application is reviewed, as well as prior to the month in which the home is allocated, have access to social housing for rental purposes.
Social housing is allocated by the local public administration authorities that manage them, based on criteria established annually by these authorities, and may benefit, in the order of priority established by law, the following categories of people:
- people and families evicted or about to be evicted from housing returned to former owners,
- young people up to 35 years old,
- young people coming from social protection institutions who have reached the age of 18,
- persons with first and second-degree disabilities,
- people with disabilities,
- pensioners,
- war veterans and war widows,
- beneficiaries of the Law on Gratitude to Hero-Martyrs and Fighters Who Contributed to the Victory of the Romanian Revolution of December 1989, as well as to persons who sacrificed their lives or suffered as a result of the anti-communist workers’ revolt in Brașov in November 1987 no. 341/2004, as amended and supplemented, and of the provisions of Decree-Law no. 118/1990 regarding the granting of certain rights to persons persecuted for political reasons by the dictatorship established from March 6, 1945, as well as those deported abroad or held as prisoners, republished, as amended and supplemented,
- other entitled persons or families.
Persons or families who are in any of the following situations cannot benefit from housing:
- do not have permanent residence in the Municipality of Orsova,
- do not own, have not owned, or have not sold a privately owned home after 01.01.1990,
- have not benefited from state support in loans and execution for the construction of a home;
- do not hold, as tenants, another dwelling from the Orsova municipal housing stock;
- have not been evicted following the termination of a rental contract concluded with the Municipality of Orsova, through their own fault
- have sublet the home without the owner's/administrator's consent.
