Details
According to the provisions of art. 6 para. (1) and (4) of Law no. 50/1991, the urbanism certificate is an information document regarding the legal, economic and technical status of the property, as well as the specific urban requirements of the site, determined in accordance with the provisions of the approved and endorsed urban planning documentation, a document which is issued, upon request, to any applicant - natural or legal person - without the need to present the title to the property or another document attesting the right of ownership.
According to Law no. 50/1991, the urbanism certificate does not substitute for a building/demolition permit and does not confer the right to carry out
construction work.
Documents required for issuing the urbanism certificate:


(1) For the issuance of the urbanism certificate, the applicant - any interested natural or legal person - must submit to the issuer a documentation consisting of:

a) the standard application (form-model F.1 - application for the issuance of the urbanism certificate), in accordance with the completion instructions, including:

1. identification details of the applicant;

2. identification details of the property for which the urbanism certificate is requested, namely locality, cadastral number, and land register number, unless otherwise provided by law;

3. elements defining the purpose of the request;

b) cadastral/topographic plans, highlighting the properties in question, as follows:


1. for properties not registered in the cadastral and land registry records: location plan, at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as appropriate, issued, upon request, by the cadastral and land registry office;


2. for properties registered in the cadastral and land registry records: extract from the cadastral map from the orthophotomap and land register extract for up-to-date information, issued, upon request, by the cadastral and land registry office.

c) proof of payment of the fee for issuing the urbanism certificate, in copy.
