All children up to 18 years old, Romanian citizens, without discrimination, benefit from the state child allowance.
The state child allowance is also granted to young people who have turned 18 years old and are attending high school or vocational education, organized under the conditions of the legislation in force, until completion, as well as to young people with disabilities attending a form of pre-university education, but no later than the age of 26.
The above-mentioned young people who repeat the school year do not benefit from the state child allowance, except for those who repeat due to health reasons, proven with a medical certificate.
Children of foreign citizens and stateless persons residing, under the conditions of the legislation in force, in Romania, who live together with their parents, also benefit from the state child allowance.
The holders of the right to child allowance are the children and young people who have turned 18 years old, who are attending high school or vocational education until completion, as well as young people with disabilities attending a form of pre-university education, but no later than the age of 26.
Applications for determining the state child allowance and the documents proving that the legal conditions for granting this right are met are submitted and registered at the town hall of the commune, city, municipality, or the sectors of the municipality of Bucharest, in whose territorial range, as the case may be, the legal representatives of the children have their domicile or residence.
The right to state child allowance is established by decision of the executive director of the county social benefits agencies.
